DIPC Replicate Process Abends with Error "OGG-01224 Address Already In Use" (Doc ID 2545053.1)

Symptoms

When performing one-way Oracle GoldenGate (OGG) replication from on-premise source to on-premise target using Data Integration Platform Cloud (DIPC), the agent reports the following error:

2019-04-17T21:50:24.989-0500 ERROR OGG-01224 Oracle GoldenGate Capture for Oracle, E3917312.prm: Address already in use.
2019-04-17T21:50:25.030-0500 ERROR OGG-01668 Oracle GoldenGate Capture for Oracle, E3917312.prm: PROCESS ABENDING.
2019-04-17T21:50:34.843-0500 ERROR OGG-01224 Oracle GoldenGate Capture for Oracle, P1226603.prm: Address already in use.
