Oracle Content and Experience Cloud Service Instance Documents Home Page is not Displaying the Standard Selectable Options: Error: Uncaught (in promise) ReferenceError: Unable to Process Binding (Doc ID 2548058.1)

Symptoms

The Documents Home Page in the user's Oracle Content and Experience Cloud (OCE) service instance is not displaying the standard options on the home page.  Typically, on the documents home page, you'll see select-able options like 'Recent Items' or 'Quick Links'.  In this case, these options are missing for the user.  If the user runs the developer tools on the browser, the user will see the following error:

Uncaught (in promise) ReferenceError: Unable to Process Binding
