Cannot Add Actions under Manage Item Classes Security (Doc ID 2548335.1)

User cannot add actions under Manage Item Classes Security

The issue can be reproduced at will with the following steps:
1) Go to Setup and Maintenance
2) Select Search from the tasks
3) Search for Manage Item Classes
4) Select the Item Class used
5) Go to the Security tab
6) Select the person / group for this user
7) Scroll down to Actions
8) Click Actions > Select and Add > See that Maintain Item Purchasing Group cannot be found.
