[IMPL SPT] CancelInvoice Webservice Not Working (Doc ID 2548451.1)

Symptoms

On : 11.13.19.04.0 version, Manage Invoices-Audit Invoices

When attempting to cancel an invoice using web service,
the following error occurs.

ERROR
-----------------------
'Unable to derive the invoice using the information provided'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to SOAP UI
2. Service WSDL URL:
https://(FADomain,FSCMServices)/fscmService/InvoiceService?WSDL
3. Operations: cancelInvoice

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot cancel invoices using web service.
