Symptoms

We are trying to upload our Project Accounting Budgets. There are many rows that will not upload because of the error: "The resource name XXXX does not exist in the planning resource breakdown structure PGA-ALL. Enter a vaild resource name."

When we use Setup and Maint -> Manage Planning and Billing Resource Breakdown Structures then add these items in the Expenditure area we get an error message saying these already exist.
The UI does not show that they exist.
