Symptoms

On : 11.13.19.01.0 version, 


ACTUAL BEHAVIOR
---------------
Users cannot see the option to raise cash advances in their expenses dashboard.

EXPECTED BEHAVIOR
-----------------------
Users should be able to raise cash advances.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Me > Expenses
2. Actions
3. Cannot see Request Cash Advance Option.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, some users cannot request cash advances.
