How Do I Turn Off Or Modify the Timing of Webhook Requests? (Doc ID 2552610.1)

Symptoms

Currently when a Webhook fires it sends a JSON message to a target URL. For example Order Submit can fire a Webhook to a fulfillment server. Should the message fail to be sent the Webhook can be configured via maxNumberOfResendAttempts to retry and send the message. One can also use the /ccadmin/v1/webhookFailedMessages endpoint to query and resend the failed messages. However, when the target or recipient is unavailable or down for maintenance, the retry attempts can place a load on the network. Hence, is there a way to disable Webhooks during a maintenance window.
