Error when processing event after uploading Program from stage into production (Doc ID 2554486.1)

Symptoms

I am currently processing a life event for an employee but once I evaluate the life event it appears as processed and I am not able to chose benefits for the employee.

I have included screen shots of step by step enrollment and program information diagnostic test.

The following message appears:

There are currently no life events in started status. Enrollments cannot be made when there is no life event in started status.

In trying to fix the issue, we deleted the program in production and exported the Program/Plan again from Stage (works fine) and imported it into Production (not working) and now receive the following error:

"The participation process is currently evaluating the procedure ben_automatic_enrollments. (BEN-990674).

Trace file showed the following errors:
APPS_SOURCE: per.plsql.Criteria Failed: ben_evaluate_elig_profiles.check_per_typ_elig.20
APPS_SOURCE: per.plsql.Criteria Failed: ben_evaluate_elig_profiles.check_fl_tm_pt_elig.20


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Process Life event for the employee
2. Event goes straight to processed and not started status
3. Deleted the program/plan from production attempting to fix issue.
4. Export Program/Plan from test/dev where it works fine.
5. Import into production
6. Process event
7. Now Error is thrown
Note: Issue only occurs in production and not stage

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot process life events in production.
