FTE is Out of Sync with Working Hours when Sending Multiple Changes Per Day (Doc ID 2555466.1)

ACTUAL BEHAVIOR

When creating a second assignment record on same day as first assignment and updating work hours, FTE gets updated. However, going back to first record still reflects second assignment's FTE value.

EXPECTED BEHAVIOR

Expect first assignment record to retain FTE value.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Standard Working Hours for this Legal Entity = 40
Assignment row submitted for the employee on 5/1. No Change to the Working Hours in this row. FTE = 1.
Another assignment row submitted for the employee on 5/1, sequence 2. During this assignment change, the working hours changes to 32, thus the FTE changes to .8.
When going back to first assignment, the FTE is now .8 instead of 1.
