[OCI BM LBaaS] Accessing Applications Fails with Error 504 Gateway Time-out when Firewall is Between Load Balancer and Backend (Doc ID 2556052.1)

Symptoms

All applications are inaccessible when accessing through the Load Balancer and Firewall.  Attempting to access the URL for an application hosted on a Backend server results in: Error 504 Gateway Time-out. 
The Load Balancer Health status is OK and appears to be functioning well.
A firewall is in use between Load Balancer and the Backend server, which is in another VCN.
