AutoInvoice Cannot Import Invoice Line Because Duplicate Bill-To Site Uses Exist (Doc ID 2558736.1)

Symptoms

The user is getting an error (AutoInvoice cannot import this invoice line because duplicate bill-to site uses exist. (STATUS=) (124295) upon finishing the upload AR invoices.
Auto Invoice Execution and Validation Report with the error attached.
 
The issue can be reproduced at will with the following steps:
1. run import autoinovoice
2. view error
