Unable To Create Lockbox

Symptoms
List of Values (LOV) for Lockbox Set is blank in Manage Lockboxes and Create LockBox search field.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 .Initials on top right > Setup and Maintenance > Tasks > Search
2. Manage Lockboxes > Search
3. Click dropdown for Lockbox Set (comes up empty)
4. Search > Search (again). This also comes up empty for the customer
4. Click + (Create) icon
5. Click dropdown for Lockbox Set (comes up empty) > Search
6.Search (again). This also comes up empty for the customer

Due to this issue, users cannot create a lockbox.
