How to Modify Tax Conditions post 19B (Doc ID 2560453.1)

Goal

 On :  11.13.19.04.0 version, Find that Tax condition Set are not Modifiable after 19B upgrade. 
As part of the 19B upgrade, tax conditions sets could be modified (Instead of duplicating them all the time)

Users testing in some circumstances are still not able to modify a tax condition set.  Please can you confirm?
