FUSION: CMR: Accruals not getting automatically cleared for Finally Closed POs (Doc ID 2562405.1)

On : 11.13.19.01.0 version, Receipt Accounting

ACTUAL BEHAVIOR
---------------
Final Closed POs are not getting cleared automatically using the Accrual Rule

EXPECTED BEHAVIOR
-----------------------
Final Closed POs should be Cleared as per the Accrual Rule defined in the System

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define Accrual Rule
Navigation: Receipt Accounting > Manage Accrual Clearing Rules > Search By Bill to BU and Go
    Create a Rule with below condition and Save.
    AccrualLine.PO Status is "Closed"

2. Run Clear Receipt Accrual Balances for the Bill to BU.




BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, accrued POs are not getting cleared automatically. User need to manually clear the POs.
