Creation of bank account using FBDI without owner

Problem Description
---------------------------------------------------
When we want to import bank accounts using Customer Import Interface using FBDI there is no owner created.
If we want to update bank account data we cannot do it because of error: "You must enter an account owner. (IBY-825291)"

EXPECTED BEHAVIOR
-----------------------
The account owner should be created when bank account is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import customer using FBDI
2. Import customer bank account using FBDI - bank account is imported without owner
3. Try to modify bank account, the error You must enter an account owner. (IBY-825291) is raised

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue the bank account is created without owner and assigned to customer site.
If users want to assign the bank account to another customer site, they cannot find the bank account and cannot create them.
We have to find the customer site where the bank account is already assigned in order to add manually the owner.
