User is not able to assign Cost Functional area to the Catalog defined and Controlled at the Master Level. Message is displayed that it should be at the Org level

ERROR

The catalog "XXX" must be organization controlled for the functional area Cost. (EGP-2776075)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance-> Product Management Offering
2. Select Catalogs-> Manage Functional Area Catalogs
3. Select Catalog-> Assign to Cost functional area
