On : 11.13.19.01.0 version, Supplier Creation
ACTUAL BEHAVIOR
---------------
Able to create supplier duplicate Tax Payer ID records.
EXPECTED BEHAVIOR
-----------------------
Restrict to not create supplier duplicate Tax Payer ID records.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create two suppliers
2. Enter one record has Country and the other one country not selected.
3. Able to create duplicate supplier records.
