Getting an error when updating the relationship in using the mergeOrganization operation of the FoundationPartiesOrganizationService.

ERROR

You cannot create a circular relationship using relationship type xxxxx because it is not defined to be a circular relationship.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Web Service End Point: crmService/FoundationPartiesOrganizationService
2. Request Payload:
<typ:mergeOrganization>
<typ:organizationParty>
<org:PartyId>999999999999999</org:PartyId>
<org:Relationship>
<rel:RelationshipRecId>999999999999999</rel:RelationshipRecId>
<rel:EndDate>4712-12-31</rel:EndDate>
</org:Relationship>
</typ:organizationParty>
</typ:mergeOrganization>

BUSINESS IMPACT

Due to this issue, the user portal is unable to end date the relationship.
