Symptoms
Error while creating a relationship using SOAP or REST API web service, import, or UI.

HZ-120108
You cannot create a circular relationship using relationship type xxxxx because it is not defined to be a circular relationship.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. URI: /crmService/FoundationPartiesOrganizationService, /crmService/FoundationPartiesPersonService, /crmRestApi/resources/11.13.18.05/hubOrganizations, /crmRestApi/resources/11.13.18.05/hubPersons
2. Tools > Import Management, Relationship object
3. Organization UI
3.1. Navigate to Customer Data Management > Organizations
3.2. Search and edit an organization
3.3. Switch to the Relationship subtab
3.4. Create a relationship
4. The relationship type(s) on one of the parties is not defined a circular
4.1. Navigate to Setup and Maintenance > Manage Relationship Types
4.2. Search for the relationship type
4.3. View the Circular column on the results
