Goal

The system does not track (audit) when component level eligibility changes are manually made in the Administer Worker area.

When a change to plan level eligibility (overall eligibility, which includes all components together) is made,  then the system will track and list the username of the person who made the change. This tracking should happen in the same way with plan and component level eligibility changes.
