"Description" Is Not Showing Up When Defining Data Quality Attribute (Doc ID 2569792.1)

Symptoms

ACTUAL BEHAVIOR
---------------
"Description" is not showing up when defining data quality attribute

There is no "Description" from the list of value in XXX-TEST, but it is inXXX-DEV2.

EXPECTED BEHAVIOR
-----------------------
User expects attribute group=Main,attribute=description to generate in select and add on matching tab when managing item class.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Setup and Maintenance
2. Select Product Management Offering
3. Select Items functional area->Manage Item Class
4.Select Pages and Attribute Groups->Matching
5.Actions->Select and Add
