Notify Managers that Cycle is Open /Closed sending emails to non worksheet managers

As the process description says "Send notifications to worksheet managers to notify them that a plan cycle is now open or closed. "
It is expected to send notification only to Worksheet manager of the corresponding employee but
when process is triggered it is sending across all the top of the hierarchy until the CEO which is not acceptable

We have Primary Manager configured as Employee Line Manager in compensation set up, as per the notification process, it is expected to send notification to only Line Manager but it is sending above all the hierarchy

Could you please let us know why and how to control the notification to send notification to only first level managers?
