Change Salary Transactions in failed status

Change Salary transactions are automatically failing instead of routing for approval.
Transaction ID: 3000000xxxxxxxx I have uploaded the diagnostic log as well as screenshots of the manage salary approval rules.

ERROR

Fault Information : ORABPEL-30082 WorkflowServiceEngine request to another component failed. Request operation CallFunctionStateless from default/HcmCompSalaryCoreComposite!20044252_29533767/ChangeSalaryApprovalTask to ChangeSalaryApprovalTaskRules failed with Business Fault: null. Check the underlying fault. Check target SOA component for cause.

Transaction Payload Error:
"Client received SOAP Fault from server : JBO-FND:::FND_CMN_RCRD_MSNG: The record Supervisor does not exist."


STEPS

The issue can be reproduced at will with the following steps:
1. Login as manager
2. Create Salary Change for employee
3. Submit
4. Error is thrown
