Realized Gain/Loss Line in Payment Accounting against Tax Amount should Inherit Balancing Segment Value from ITEM Distribution Account (Doc ID 2573453.1)

Symptoms

When using Automatic Offsets, during payment accounting, the BSV for Realized Gain/Loss line corresponding to the Recoverable Tax Amount is picked from Rec Tax distribution while the requirement is to fetch the same  from the ITEM Distribution Account.

For the Invoice Journal entry rule set (JERS), the Recoverable Tax Journal Line Rule (JLR) can be assigned a custom Segment rule with Source as "Item Charge Account for Tax" - AID_CHARGE_TO_ITEM_CCID (as per <Note 2247037.1>) and its working fine. However the same segment rule cannot be assigned to the JLRs under Payments event class nor is the source available  create a Segment rule for Event class = Payments.
