Min-Max Planning report does not considering orders with No Shipment lines

Min-Max Planning Report should consider with No Shipment lines
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Item XXXXXX has 100 OHQ in Org YYY
There is a Sales Order ZZZZ for Qty 3 -- Requested Date 28-Jun-2019. This sales order has Reservation
And another SO ZZZ1 for Qty 150 -- Requested Date: 31-May-2019. For this sales order No reservation is available and No Record in shipment line
Run the Org Level Min-Max only for the Item with Demand Cut-off date as 30-Jun-2019
and 'Net Reserved / Unreserved Orders = Yes'
The reorder qty does not include the 150 qty as a demand.
