Symptoms
When attempting to migrate a Document Designer template which includes an ampersand ('&') in the title, sometimes the migration fails with this error in the migration logs:
An unknown error has occurred. Please contact system administrator.
In the bm.log, this error appears:
[ERROR] com.bm.xchange.services.migration.MigrationDownloadRequestCapsule.runTask(MigrationDownloadRequestCapsule.java:276) - Migration Download Capsule crashed.
Could not get document from xml.
at com.bm.xchange.util.XmlUtils.getDocumentFromXml(XmlUtils.java:185)

Caused by: org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 1569; The entity name must immediately follow the '&' in the entity reference.
This error occurs when the document is migrated at the same time as its associated Commerce process. When the document is migrated without the Commerce process, the document migrates successfully. The error also appears when including the document and Commerce process in a migration package and attempting to download the package.
