On : 11.13.19.04.0 version, Manage Project Resources-Evaluate and Assign Resources

Why I am unable to confirm a nominated resource?

For a resource request, we have nominated two resources and thereafter we are not able to confirm one of them. How can we confirm a nominated resource?
