Locators Not Loading Through .CSV Import (Doc ID 2577474.1)

Symptoms

On : 11.13.19.04.0 version, Inventory

ACTUAL BEHAVIOR
---------------
Locators are not loading as expected through .csv import. Customer has run the Subinventory and Locator .csv import in their Dev pod with success in the past. However, when trying to run an import for 2 new IOs), the log file states that the records processed, but they are not visible in the application.

EXPECTED BEHAVIOR
-----------------------
The Locator records that have processed should be visible in the application.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using Functional Setup Manager, export 'Manage Subinventories and Locators'
2. Update the csv INV_INVENTORY_LOCATOR
3. Attempt import of updated csv package
4. Note the import fails
