Unable to receive dual UOM item with 1 piece of secondary quantity

Symptoms
When business user is trying to receive one material with one each which is secondary UOM,System pops up the below error.
They have following Setup:
Business defined dual UOM item with defaulting control 'Fixed'.
Also standard UOM conversion configured between primary and secondary UOM. One BOX35 is equal to 35 Each
Checked the standard UOM conversion where conversion has been defined as below
Base UOM Conversion Class Name UOM name
Each 35 Quantity BOX35
At item#XYZ was setup as below
Primary Unit of Measure= BOX35
Tracking Unit of Measure=Primary and secondary
Pricing=Primary
Conversion=Both
Secondary Unit of Measure=Each
Defaulting Control=Fixed
Positive Deviation Factor=0
Negative Deviation Factor=0
ERROR
'The difference in primary and secondary quantities is exceeding the deviation limit for the item. Adjust the quantities not to exceed the deviation limit. (INV-2416220)'
STEPS
1. Create dual UOM item with defaulting control Fixed
2. Configure standard UOM conversion between primary and secondary UOM
3. Create transfer order in destination inventory org and ship from source inventory org
4. Receive the material in destination inventory org
5. Observe the reported error
