Dates Not Consistent - Pending Work Relationship (Doc ID 2578352.1)

Manually Creating a Work Relationship for Person:
Date of testing: July 10, 2019

Selected an ex-employee for this testing and the entered the proposed start date as August 1, 2019 and the create work relationship to "Add Pending Work Relationship". However, in "salary page" the start date is July 10, 2019. There is no option to edit. Should the start date in salary page be August 1, 2019?

It looks like this is expected behavior as when you convert this pending worker it actually corrects the effective start date of payroll and salary.

Can you provide confirmation whether this is expected behavior?
Why is effective start date of payroll and salary current date for pending worker even though start date is future date?
