Goal
Scenario:
1. Emergency Contact for an employee is deleted using administrator access from 'Manage Person' screen.
It is actually deleting that contact (contact is not available in per_contact_relships_f table).
Steps: Family and Emergency contacts > Edit Relationship > Delete
2. Emergency Contact for an employee is deleted using employee access from 'My Contact' screen.
Rather than deleting the contact. It is end dating it. (contact is available in per_contact_relships_f table with end date).
Steps: Manage Person > Contacts tab > Delete

Why does the same action have different behavior while accessing from two different types of users?
