Symptoms

ACTUAL BEHAVIOR
---------------
The custom line manager role is not following the role assignment rule. It should be automatically allocated to a line manager when the user is hired but it is not.

EXPECTED BEHAVIOR
-----------------------
Line Manager role should be automatically allocated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the role assignment rule for the custom line manager role
2. Hire a user as a line manager > Verify the line manager role is not being assigned to them
