Bulk Plan Fails When Parameters Check Location Capacity and Hold As Late As Possible are Set to True (Doc ID 2582079.1)

Symptoms

When both of the planning parameters HOLD AS LATE AS POSSIBLE and CHECK LOCATION CAPACITY are set to TRUE the orders fail to Bulk Plan.

Example: Select to plan Order Release where both of the following planning parameters are set:
CHECK LOCATION CAPACITY TRUE
HOLD AS LATE AS POSSIBLE TRUE

Bulk plan fails with the following error:
Time infeasible; Location not checked; Carrier capacity not checked.Check Work Assignment: false
