On : 11.13.19.07.0 version
When attempting to loading Calculation Card, Tax Unit information with HDL, the following error occurs.

Error 1 : JBO-HSDL Load Supports only employees with New tax Card: HSDL Load Supports only employees with New tax Card.oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Data Exchange
2. HCM Data Loader / Import and Load Data
3. Import File / Import Local File / Browse- select zip -click submit button
