Error When Creating UDAs With Multi-Byte Characters Using IGS XItemPublisherService (Doc ID 2582463.1)

Goal

Following error is encountered while trying to create Free Form (FF) UDAs for an Item through IGS XItemPublisherService:

Error: javax.ejb.EJBException: Exception while processing request: Error from {call RMSSUB_XITEM.CONSUME(?,?,?,?)}: [setInParms] Inserted value too large for column

Steps to Reproduce:
1. Invoke webservice to create FF UDA for Item in RMS.
2. Use FF Text which contains french multi-byte character.
    e.g. <ul> <li>Drap-housse très profond avec élastique au contour</li> <li>Laver et sécher à la machine pour un entretien facile à la maison</li> <li>Les ensembles pour lit simple et lit simple XL comprennent un drap-housse, un drap plat et une taie d’orei
