Symptoms

Planning fails with the following error, when using:

01. Rate Offering configured with a PCMilerEngineWS Rate Distance as External Distance Engine which is configured with (EQUIPMENT_RESTRICTIONS = Y), Lets say Rate Distance ID: EQUIPMENT_RESTRICTIONS.
02. Planning Parameter (MULTISTOP RATE DISTANCE ID = EQUIPMENT_RESTRICTIONS ), instead of ESTIMATE.
