Operational Attributes Controlled at Organizational Level Cannot Be Updated (Doc ID 2585553.1)

Goal

Not able to update item attributes at organization level.

Items are created within seeded root item class which was defined as public, the item attributes can be updated at master level without problem but not at organization level. Those Operation Attributes are setup to be "Controlled At" Organization level
