Not Able To Inspect Receipts- "Enter Quantity Results" button is missing (Doc ID 2586802.1)

On : 11.13.19.04.0 version, Receiving

ACTUAL BEHAVIOR
---------------
Not able to inspect receipts. Button "enter quality results" is missing.


EXPECTED BEHAVIOR
-----------------------
"Enter Quality Results" button should be available for user.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a receipt
2. Now try to perform inspect on above created receipt
3. The inspect UI does not show "Enter Quality Results" button

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot enter quantity results from inspection plan.
