On : 11.13.19.07.0 version, Receipt Accounting

ACTUAL BEHAVIOR
---------------
Create Receipt Accounting Distributions program getting error out
This is happening after upgrade to 19.07 and when user blanks out default parameters, not give anyhing in the parameter of Bill to Business unit


EXPECTED BEHAVIOR

Program should complete normally
