Symptoms
On : 11.13.19.04.0 version, Receipts
When attempting to create receipts using ,lockbox
the following error occurs.

AR-ARLVCB: Error from arlvcb
dt_cur2: ORA-01405: fetched column value is NULL
exiting arlvcb
AR-ARLVAL: arlvcb returned FALSE.
AR-ARLVAL: Error from arlval.
exiting arlval
AR-ARLPLB: arlval returned FALSE.
AR-ARLPLB: Error in main.
AR-ARLPLB: -1405 ORA-01405: fetched column value is NULL
AR-ARLPLB: Error in main.
STEPS

The issue can be reproduced at will with the following steps:
1. populate the lockbox
3. create a lockbox, upload and run the lockbox
