There is an HCM group with Evaluation Criteria is excluding based on a requirement and an Include group that uses a value Set.

The included group contains employees and some of them should be excluded based on the Evaluation Criteria.

Still, the group is still showing those employees, it is not taking into consideration the Evaluation Criteria.

Why evaluation criteria is not filtering the employees from the value set?
