Can Not See "New User Created" Security Console Notifications in BPM Worklist

Symptoms
Administrators have a custom notification built in the security console for the event "New user created" . New hires are extracted from Taleo and imported to HCM via HDL twice a day . Sometimes new hires do not receive the email.
Administrators want to confirm this email is being sent because it provides new hire's access to complete their onboarding tasks. However, when administrators go to the BPM worklist, they can not find any record of the email being sent.
Administrators expect the notification to appear in the BPM Worklist Administrative Tab
