On : 11.13.19.07.0 version, Manage Taxes
When attempting to enable withholding tax for transactions, the following error occurs.

You must first define a default tax rate for this tax before enabling the tax. (ZX-885161)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manage Taxes for this Withholding tax.
2. Enable withholding tax for transactions and the error appears.
3. Check the Default Tax Rate and see that it is blank and cannot be edited.
