ACTUAL BEHAVIOR

Customer is getting an error when trying to create a partner for a loyalty program.
The error happens when saving the registry.

EXPECTED BEHAVIOR

Customer should be able to create partner for Loyalty program

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Open the "Program" screen and select the "Partners" tab.
2) Click on the button “Add Partners”
3) Click on the button “Create Partners”
4) Fill in the partner fields.
5)Click on the button “Save and Close”. And then we get the following error: "Attribute ResourceId in PartnerAccountResourcePEO is required.".

Due to this issue, users cannot create partner for Loyalty program.
