[OCI BM LBaaS] Bad Gateway 502 for HTTP Traffic though the Target Instance Can Be Accessed Locally (Doc ID 2591262.1)

Symptoms

A WebLogic Server (WLS) instance has been setup on an Oracle Cloud Infrastructure (OCI) VM.  If the WLS Admin Console is accessed locally through the IP address of the OCI VM, the Console comes up.  If the WLS Admin Console is accessed through the public IP address provided by a OCI load balancer, an HTTP "502 Bad Gateway" error is thrown.

Checking the load balancer status, the HTTP health check has marked the backend instance as critical.  This despite the fact that the instance can be accessed locally.
