Symptoms
On : 11.13.19.04.0 version, Cost Management
When attempting to Transfer Cost to Cost Management,
the following error occurs.

Failed to move invoice distribution id: 1324796 with error: ORA-00001: unique constraint violated
STEPS

The issue can be reproduced at will with the following steps:
1. Run Transfer Cost to Cost Management
