Plan is not Giving Latest Updates on Items After Collections and Plan Run (Doc ID 2593271.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Plan is not updating with latest updates on items entities.

Collections and supply plan run daily; but last updated date on the Plan for Items Entity shows a past date whereas
collections shows that the items have last updated is the current date as per daily run.


EXPECTED BEHAVIOR
-----------------------
Updates to items should be reflected in plan output.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run collections (targeted mode).
2. Check plan inputs for item changes (Planner).
3. Run the supply plan.
4. Check plan output for item changes (Planner).
