How to make Field:Goal Name as readonly if Goal is added from Goal Library on Response UI (Doc ID 2594876.1)

Goal

ISSUE : we are created goals from the goals library, then Goal name should not editable but system is allowing to edit goal name and allowing to save and close.
EXPECTING : we are expecting to Goal name should not editable if we created from Goals library.
ACTUAL BEHAVING: System is allowing to Edit Goal name if we creating from goal library.
