Modify Of Existing Accounts For Cost Allocation Key Flex Fields (Doc ID 2594916.1)

There are around 65 account numbers that need to be updated for various existing account heads. The account value set that holds the account numbers are pointing to both General Ledger and Global Payroll. What would be the approach that can be used here to update the account numbers? As Payroll is live here, what are the limitations generally available?
If we create a new value set of account segment and attach it to the segment in Cost Allocation KFF, will the system allow since these values are already setup in various costing places? Or is it that we need to add these account heads again as new values to the value set and change the costing setup of elements and other levels? Please advise the best approach.
