Performance Goals Defaulting On Secondary Assignment (Doc ID 2595384.1)

Goal

Some employees have two active assignments, Primary Work Relationship and secondary Work Relationship.
When accessing the Performance Goals page as a worker, the page defaults to Secondary assignment.
For the same employee, when accessing the Interview page, the page defaults Primary assignment which is expected behavior.

Navigations:

1. My Public Info -> Show More - > Performance Goals -> defaults to Secondary Assignment
2. My Public Info -> Show More - > Interviews -> defaults to Primary Assignment
