ACTUAL BEHAVIOR

Pension automatic enrollment process picks all employees, It processes and assesses even those who are already enrolled in pension scheme
EXPECTED BEHAVIOR

No letters for employees already in schema
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee already enrolled in scheme
2. Performed automatic enrolment with re-enrolment date: 06-09-2019 > Employee got re-enrolled in scheme
3. It was observed that enrolment letter was issued > This seems to be unexpected behaviour, however needs clarity as white paper does not mention details about letter being issued in case of re-enrolment
